Since you said that the phone shows "설정파일 다운로드 성공" after it is connected to network, I assume you're using a IP Centrex or IP Phone for Business, not a home/personal service. If it is correct, then you should talk to Samsung Wyz to get help. Ask them about the Ports that phone is using. And tell Timewarner to open the port for you.
Also, I suggest that you might want to check your (new?) Wireless Router's setting, if it has a built in Firewall which might have accidentally blocked the ports such as TCP/UDP 123, 53, 5060, UDP 35,000~49,000, etc. You can find the port number if you google it.
