오하이오에서 1년 동안 안식년으로 있게 되었는데 한국에서 발급받은 국제면허증은 1년 짜리기 때문에 미국을 떠나기 전에 만료될 예정이다. 코로나 때문에 그런 것도 있지만 오하이오주의 면허를 따기도 애매한 시점이다. 과연 나는 기간이 만료된 국제면허와 한국 면허만으로 오하이오에서 운전을 해도 되는 것일까? 이 질문에 대한 답을 어느 곳에서도 찾을 수 없어 인터넷을 검색하던 중 그 답을 찾았다. 다음 글을 보면 자세한 설명이 나와 있는데, 한국인은 오하이오에서 1년 이상 살지 않는 경우 국제면허와 자국의 면허만으로 운전을 할 수 있다. 국제면허증은 사실 있으면 경찰에게 보여줄 수 있어서 좋지만 자국 면허만으로도 운전을 하는 것이 불법은 아니다. 다만 이런 상호 호혜 조약을 잘 모르는 경찰에게 걸리면 난감한 일을 당할 수도 있지만 attorney를 통해 이야기하면 해결될 거라고 이 글에서는 말하고 있다. 이론적으로, 그리고 원칙적으로 한국면허증을 가지고 미국에 입국한 지 1년 동안은 운전하는 것이 가능하다. 물론 미국 경찰은 한국 면허증에 적힌 한글을 모르니 국제면허증이 있는 것이 당연히 좋을 것이다. 하지만 아직도 긴가민가한 것이 있다. 기간이 만료된 국제면허와 아직 살아있는 한국 면허로 렌트카를 빌릴 수 있을 것인가? 이론적으로는 가능해야 하는데 과연 실제로는 어떨지 궁금하다. 조만간 직접 렌트카 회사에 가서 알아볼 예정이다. 이론과 실제는 다를 수도 있으니. 혹시 누가 아는 분 있으시면 답글 좀 부탁드릴게요.

In Ohio, a driver who is a resident of another country and who is a bona fide tourist visiting the United States may drive up to one year with their own national license plates (registration tags) on their vehicle and with their own driver’s license.  When US citizens visit foreign countries, they too may drive under the same conditions.(Digest of Ohio Motor Vehicle Laws)

These reciprocal privileges are made possible by the United Nations International Convention on Road Traffic (Geneva 1949).  A list of the countries who have reciprocity under this U.N. Convention can be found here.  Note that although China is not listed as a participant, the Republic of China did sign the Treaty in 1969 and does have reciprocity with the United States. Every visiting motorist from a ratifying country should also carry an International Driving Permit, but this is not obligatory.(Digest of Ohio Motor Vehicle Laws).  

It may, however, be helpful to have an International Driving Permit if stopped by Ohio police.  Some local police might not be familiar with the laws relating to foreign driver’s licenses.  Additionally, a language barrier may make it difficult to communicate with local police.  An international driver’s permit may help to clear up confusion if a driver is stopped. 

If your country does not have reciprocal privileges with the United States, you must visit an Ohio BMV driver license exam station to obtain an Ohio driver’s license.
